General Assembly Wrap-up
Reconvened session is the final opportunity to determine the fate of legislation and the Governor’s amendments. The Governor placed one amendment to HB1900 which we supported: prohibit health insurance plans in the federal health exchange from covering abortion (except in cases of rape, incest, and life of the mother). Why? The federal health exchange has our tax dollars included in it which we do not want to be used for abortions. Bills introduced by Del. Bob Marshall to accomplish this failed during the session. This was the last opportunity.
Debate was strong on both sides and in both legislative bodies. The House passed the measure by a small margin. The Senate tried twice to reverse the vote even though the Lt. Gov. could break a tie. The Senate even tried to overturn the Lt. Gov. Bill Bolling's decision to permit the Governor's amendment on grounds of germaineness. So the first vote was 20-19; one Senator protested that his voting device failed to recognize his vote. The Senate agreed to reconsider the vote, but only after a brief recess (for each side to discuss the matter). Then the second vote occurred-- unbelievable, but the vote was still 20-19!!!
We need to thank the Lord for His working in the hearts of legislators, but we also need to thank those other pro-life groups who with VAIB worked diligently to speak to legislators in the hours preceding the session urging them to vote for the amendment.
We especially need to give a call, or send a note or email of thanks, to those legislators who spoke eloquently and passionately on the floor in support of the amendment.

So, how did we fair this session? Over 2500 pieces of legislation were introduced; we followed nearly 200 with about 50 being of “high priority.” Of those we supported, 75% passed; of those we opposed, 95% were defeated. Praise God for His help! Thank you for your prayers and financial support.
